Building Energy Performance Certificate

The obligation to prepare a PENB has been in force since 1 January 2009 for new buildings and major renovations of existing buildings. From 1 January 2013, the obligation to prepare a PENB will be gradually introduced for the sale or new lease of a property or part of a property.

PENB is a way to simply communicate the complex issue of building quality in terms of energy performance to the layman. While it will not tell you the exact energy consumption, it will provide you with relevant and important information when deciding which property to build/renovate/buy or rent. And since real estate investments are overwhelmingly long-term investments, any relevant data will certainly come in handy for making the right decision.

The certificate is authorised to be prepared by an Energy Specialist (formerly Energy Expert) with the relevant authorisation from the Ministry of Industry and Trade. The list of Energy Specialists can be found on the MIT website.

What is the difference between a label and a pass?

Building envelope energy label (ESOB) is an older methodology for comparing the energy performance of buildings, which is basically no longer used in legislation today. The disadvantage of this methodology is the fact that it only assesses the thermal-technical properties of the building envelope (i.e. envelope walls, roof, ground floor and windows) and does not include the building's technological units (heating, ventilation, HVAC, etc.).

Building energy performance certificate (PENB) is the successor to ESOB. Simply put, the PENB is actually the ESOB extended to include an assessment of the impact of the energy efficiency of individual technological units on the overall energy performance of the building being assessed. PENB is therefore a much more accurate representation of the overall energy performance of a building than the original ESOB.
